Pax Autocratica Loyalty & Fear Guide: Morale, Pay & Riots
Loyalty decides how hard a soldier works; fear only holds the line when loyalty is low. See what pay, food, care and punishment each change.

Direct answer
Loyalty is the long game: it decides how much a soldier is willing to give your regime. Morale moves every day. Fear is the emergency brake you use when loyalty alone cannot hold the colony together.
The main line is simple. Feed them, pay them on time, give them care and rest. Save fear for emergencies instead of running on it.
What each number controls
| Metric | What you see in game | How to use it |
|---|---|---|
| Loyalty | Builds up slowly; the higher it is, the more the same soldier produces | A long-term goal, pushed by steady supply |
| Morale | Moves after each day cycle; too low means strikes and protests | Check daily, fix with food and interactions |
| Fear | Obedience; too much causes breakdowns, protests and departures | A short-term tool when loyalty is not enough |
The official site lists Fear, Happiness, Hunger and Loyalty as results of how you rule, with curfews, rationing, indoctrination and public feasts as examples. The Steam store page lists fear, propaganda, surveillance and punishment as management tools.
In other words: the developer confirms these systems exist and pull against each other. The exact curves are not published.
How to let loyalty climb
- Pay every cycle. Wages are paid in credit chips each day cycle. Miss a payment and morale drops hard, then comes the riot. Keep a few days of wages in reserve; it is cheaper than calming people down afterwards. If cash is tight, start with the credit chips guide.
- Keep the food hall stocked. Food is the daily morale source, and different recipes and meats give different results. Treat steady food production as infrastructure rather than an emergency fix.
- Talk to people. Conversation, the care interaction, food gifts and credit chip gifts all lift morale, loyalty and skill growth at once. One player measurement puts a gift at around 15 credit chips; numbers like that change between builds.
- Give them rest. The official September 11, 2026 maintenance notes added the option to cancel Paid Time Off for soldiers already on leave. That confirms leave is a real state: people recover, and you can call them back in an emergency. Calling them back interrupts recovery, so do not treat it as a free button.
- Put the right people in the right job. The August 25, 2026 update made Special Soldier work speed scale with rarity. High-rarity soldiers in key jobs beat forcing everyone to work harder.
Using fear without wrecking the colony
Fear exists to keep things under control while loyalty catches up. It is raised through whipping, prison, executions and decapitation. All of them cost morale at the same time.
The safe order is:
- Check whether the soldier is short on money, food or rest. Adding fear before fixing those just brings the next blow-up forward.
- Only act on people who are still resisting and who you actually want to keep. A protester is better sent to prison for a few days of talks than whipped again.
- Repair immediately afterwards: food, wages, conversation, care.
- Check the roster again after that day cycle ends and confirm nobody is still protesting or standing idle.
After the September 11, 2026 update, soldiers with the relevant Directive unlocked salute automatically when the Leader passes. That is atmosphere, not proof that loyalty is safe.
When the colony is already rioting
- Stop punishing. More punishment drops both morale and loyalty.
- Check the money. Unpaid wages are the most common trigger. Look at the credit chip balance first.
- Isolate, do not empty the base. Send the ringleaders to prison for talks and keep everyone else working.
- Restore supply. Once food and rest are back, morale returns first and loyalty follows.
- Confirm it worked. After the next day cycle: nobody protesting, jobs filled, wages paid normally. One calm cycle is not proof of stability.
What is still unknown
- The caps, decay rates and daily formulas for loyalty, morale and fear have never been published. Claims like “loyalty 100 is optimal” or “fear 60 is the sweet spot” are player measurements that change between builds.
- “Watchtowers track fear and rivalries” appears only in third-party commentary, not in official notes. Treat it as something to test, not settled fact.
- The August 27, 2026 update changed the Sub-Healthy trait to raise the chance of illness instead of causing sudden death. The risk changed, but it did not disappear.
- This page covers people management only. Captives are handled in the capture and convert guide, and base throughput in the base management guide.
FAQ
Can executions alone hold a colony together?
Not for long, and not cheaply. Executions also drop morale, and fear keeps stacking until soldiers break or leave. If wages and food are the real problem, fear just delays the collapse.
Can loyalty recover after it drops?
Yes. Steady supply plus interactions push it back up, at a speed set by whether you also fixed the missing money, food or rest.
Is there an official recommended ratio?
No. The developer describes the systems but has never published target numbers.
