What kind of game is it?

Pax Autocratica is a darkly satirical colony sim and FPS Roguelite hybrid. The official Steam description asks you to build a totalitarian state, enforce policies and lead troops into first-person battles that grow from desperate skirmishes into mechanized war. It is not a city builder with a separate combat minigame; the two sides share people, supplies and progression.

The colony side

You start with a handful of survivors and grow toward a self-sustaining colony. Steam lists mining, gathering, hauling, research and manufacturing as citizen jobs. The same page describes comfort, prosperity, fear, propaganda, surveillance and punishment as ways to shape the population. In practice, the colony side asks you to decide what to produce, who can do the work and how much social pressure the State can sustain.

The current official game website also names Fear, Happiness, Hunger and Loyalty as consequences of policy decisions, with examples such as curfews, rationing, indoctrination centers and public feasts. Those official terms are safer than copying unverified relationship stats or fixed values from third-party wikis.

The game also lets you gather resources in the fractured Tyris System, recruit new citizens and trade with wandering merchants. The official wording intentionally leaves room for different regimes: the player can lean on fear and control or use comfort and prosperity. This wiki records those as systems, not as a moral “correct” route.

The first-person side

An expedition moves the camera into a first-person battlefield. Steam lists hostile ships, infantry, tanks and mechs, alongside bullets, lasers, missiles, drones, artillery and overlapping projectile patterns. You fight beside your troops, and the store page explicitly allows you to order them into danger or use them as expendable shields.

Weakened enemies can be captured and dragged back to base. Behind prison doors, the official description lists fear, indoctrination, execution and conversion as possible outcomes. These mechanics connect combat to population management: an expedition is not only a score attack, but also a way to change who lives and works in the colony.

Why Cores matter

Each expedition can award Roguelite Cores. Weapon Cores change the way guns handle, Combination Cores create synergies between sets, and other Cores reinforce troops or convert them into protection for the player. The result is a run-based build system layered over the persistent colony.

Because this is Early Access, a “best build” answer can age quickly. The official store page says the current version already contains many soldiers, weapons, buildings and Cores, while more content and refinement are planned. Use the official gameplay trailer for the feel of the loop and the Steam listing for the fact baseline.
